There are a lot of missions Vesper region that will drop the Data Processing Neural Circuit on completion. However, I recommend doing the Frontline Base Mission.
It is an extermination mission. This means you don’t have to worry about a timer and can focus on defeating as many monsters as possible.
The final boss usually drops a Data Processing Neural Circuit, and you can repeat this mission to farm for more circuits. The mission is relatively quick and can be completed in 2-3 minutes.
