You need to download Intel XTU, a free tool from Intel that lets you tweak your CPU’s settings. In XTU, find the setting called “Performance Core Ratio“. Change the number from 59 to 57. This tells your CPU to use a little less power.

Now relaunch the game to see if you can compile the shaders now. If you are still unable to compile them, then change the number to 55, you may end up facing some performance issues after this but at least you will be able to play the game.

Also make sure your drivers are up to date, especially the graphics driver. Close every other program during the shader compilation process.

The process is pretty fast but due to the Intel issue, a lot of players can’t get past the shader compilation screen.
